ITANAGAR, Jul 15: All Upper Subansiri District Students’ Union highlighting the accommodation problems faced by the staff of Daporijo education department, appealed to all the transferred staff of government secondary school, Daporijo to vacate their government quarter within seven days to facilitate quarter to their relievers.
It also urged the authority of the Navodhaya Vidhyalaya Central School Mak Dong, Upper Subansiri District to complete the construction of school building immediately and also appealed to the concerned district authority to look into the matter.

KCR reiterates demand
ITANAGAR, Jul 15: Kameng Citzens Right (KCR) has reiterated its demand for immediate removal of both Minister Atum Welly and Chief Information Commissioner Y.D. Thongchi from their respective posts to facilitate free and fair investigation of the alleged illegal appointment with forged certificate.
KCR, which held a meeting today in connection with the illegal appointment, release of one of the accused of explosive planting case and the clarification given by the CIC, criticized the State Government for being mum on the whole issue and demanded both the Governor and Chief Minister to drop Welly from the state cabinet and remove the CIC from his post to facilitate free and fair investigation by the investigating authority.
Describing that their repeated demands fell into deaf ear, KCR hoped that good sense will prevail upon Government and it will realize the gravity of the issue to solve it at the earliest.
It also called upon Welly to step down from his post on moral ground. Further KCR demanded cancellation of bail granted to Sanjeev Tana, one of the accused in grenade planting case. KCR appealed to the investigating officer and OC of the concern police station to conduct investigation fairly.
Meanwhile, KCR demanded the State Government to implement TADA (P) Act in this case.
AAPSU dismayed at road conditions
ITANAGAR: All Arunachal Pradesh Students Union has expressed its dismay over poor condition of capital road. The recent rain has exposed mismanagement and misadministration in the State capital, it said while adding that roads are water logged and stretches of road are going missing. It further said that Sector roads are also in very bad condition. It said that government attention is needed so that roads condition can withstand all seasons.

AAPSU calls for govt intervention
ITANAGAR, Jul 15: All Arunachal Pradesh Students Union (AAPSU) called on the State Government to look into the sentiment of local Arunachalees regarding attack on Deputy Commissioner at Aalo.
While condemning physical assault on Deputy Commissioner, it urged the authority to make thorough investigation into the whole case.
We also take notice of the fact that deputy commissioner Amjad Tak has been in news for all wrong reasons ever since he was posted and his way of functioning has been questioned by local citizens of West Siang, the Union said.
He also tends to create big scene out of small matter, it said.
“AAPSU General Secretary Tujum Poyom was targeted by him for no fault and it was because of mature handling by the Union that situation was brought under control, it said as it appealed the govt to intervene to defuse the tension.
The Union further urged all IAS officers not to treat their stay in Arunachal as “holiday posting” and indulge in heavy corruption. IAS officers should not waste state exchequer by simply traveling to Delhi and Itanagar without any proper work, it said while adding the officers should be honest to their work and serve the people of the state as expected.

ITANAGAR, Jul 15: Krishi Vigyan Kendra, Lower Dibang Valley organized a one day training cum demonstration on Paddy Drum Seeder on July 14 at Iduli village of Lower Valley District, in order to impact modern agriculture farming techniques to the farmers. 15 farmers attended the training and expressed their willingness to adopt the technology.
JE(WRD) Millo Tabyo as a resource person demonstrated the operation of Paddy Drum Seeder and highlighted the merits of its usage in paddy cultivation as well as its importance in combating labour scarcity problem and drudgery reduction in the farmer’s field.
Monika Panggam, SMS (Agronomy), KVK highlighted the use of Drum Seeder as a powerful farm mechanization for Line sowing of seeds. She also highlighted the Wheel Hoe and Cono Weeder as powerful farm mechanization tool for weeding.
Toktel Boko, SMS (Plant Protection), KVK advised the farmers to treat the seeds with chemicals as a seed treatment method before sowing.
AWKSU urges Govt to check illegal appointments in district
ITANAGAR, July 15: All West Kameng Students Union (AWKSU) has urged the state Govt to take immediate steps against illegal appointments in C & D group being carried out under various departments in West Kameng district.
Alleging corruption in appointments to the group C and D posts in the district by some top bureaucrats, the union said that the post of a peon which was lying vacant at Govt middle school, Sangthi, Dirang was filled up without following recruitment rules. Later the appointee was posted and transferred at Pasighat by the directorate of school education vide its letter No ED.2/143/2011, Dt April 4, the union added.
The post of the peon had fallen vacant after the death of one Dorjee Khandu, but the daughter of Dorjee was not given chance though she had applied for the same post on compassionate ground, the union resented. Thus a bonafide candidate was deprived from her right to job, the union claimed.
AWKSU urged the Govt to take action against the high level officers responsible for such appointment and also appealed to all the MLAs of the district to check corrupt practices so that bonafide candidates are not deprived from their right to job.

ITANAGAR, Jul 15: Arunachal Pradesh Scheduled Tribes Students’ Union (APSTSU) appealed to the State Government to create adequate posts of Physical Education Teachers (PET) in various schools of Arunachal Pradesh.

“The people of the district must stop being critical,” he said during a Merit Scholarship Award Ceremony held for students of Industrial Training Institute (ITI), Roing.
The scholarship award, which started in September 2009, is sponsored by Dibang Multipurpose
Project, NHPC Ltd, under its initiative of adopting an ITI. This initiative is taken
under the government of India’s scheme formulated in 2007 for upgradation of ITI’s
into centre of excellence through public private partnership (PPP). Forty students
from the institute, undergoing training in different trades received the scholarship,
which includes a certificate and cash prize of Rs 3000/-
“The award is given based on assessment of quarterly results of monthly tests followed by an interview by NHPC officials,” the ITI principal Subash Pertin informed.
“It is given twice a year to qualified candidates, which will be helpful to students as preparatory for their interviews, while applying for jobs,” he said.
Notwithstanding the fact of high unemployment rates for students passing out of ITI, Umbrey while interacting with students encouraged them to look for self employment opportunities also and not towards government jobs only.
“You must widen your scope so that you don’t end up your life as a looser,” he said.
The Roing ITI is the oldest institute in the state established forty years back. Students from different parts of Arunachal as well as from neighboring state of Assam are studying in different trades, giving the institute a multiethnic look.

ITANAGAR, Jul 15: The officers and officials of both zones of PHE&WS Department (Eastern/Western) observed a two minutes silence in the office of Chief Engineer (PHE&WSD), in honour of the departed soul of late Kapoor Natung, ASW, PHE Division, Daporijo who died on July 14 in a freak accident at Itanagar.
The department has lost an asset in him. The department led by Chief Engineers while praying for the eternal peace of the departed soul also prayed for bestowing strength and courage to the members of the bereaved family at this moment of despair.
The Nyishi Elite Society has deeply mourned the sudden and tragic demise of Kapur Natung, AE, PHED and Yarsang Tallang who lost their lives on 15.07.2011 in an unfortunate incident at Itanagar.
His sudden and untimely demise is a great loss to the Nyishi Community, NES said.
The officers and staffs of PHE and WS Circle cum coordination office, Naharlagun also mourned the death of the engineer.

Aalo Jul 15: A District Level Training on Horticulture and Off Season Vegetable Crops was held at Sago under Extension Reforms Programme by ATMA West Siang District recently. More than 150 farmers from the twin villages of Sago and Piri attended the training. Sago in the Basar circle has a peculiar climate which is suitable for temperate fruits like Apple and Kiwi and the training was focused mainly keeping in view the above climate condition and other off season crops.
As resource person Tobom Bam, HDO (Basar) and Henrik Basar, HDO (Aalo) gave detail deliberation on the importance and scope of Apple and Kiwi cultivation. J. Yomcha ADO (Yomcha), T. Scrutiny of B.Ed certificates necessary

My memory flashes back to your newspaper published on 8th August 2009, where it was published that the cabinet has approved the recruitment of J/Ts and S/Ts through APPSC, but surprisingly the interview for the S/Ts will be again conducted by the Department of School Education as it was seen in the advertisement for said post on your 12th July edition.
It is also worth mentioning that, the cabinet after approving of 75 percent of the
vacant post of A/Ts of school education to be filled up from the serving SSA teachers
on the basis of year wise, batch wise, district wise through written test and viva-
No doubt, regularisation of SSA teacher is much to the delight of said teachers, simultaneously money involvement in regularisation will definitely speed up the process of regularisation as there is no tension of conducting a proper and genuine recruitment policy. Regarding the S/Ts recruitment policy, which I think is a synonym of jackpot, a platform to extract lakhs from a candidate with fake certificates, and neglecting the genuine candidates who have acquired their B.Ed degree under RGU.
I earnestly appeal the concern authority to go for thorough scrutiny of B.Ed certificate, which is available even in paan shops nowadays. The sole purpose of a teacher does not need any explanation, as even an illiterate farmer understands the value of a teacher and toils hard to educate his children under the protective wings of a teacher.

Defenders of democracy, do something more meaningful

Bandh is basically a strike. Everything is supposed to be closed on a day when a
Bandh is ‘called’ for. If you ask a common man about whether there should or should
not be bandhs, you will surprisingly get mixed answers. It is true because for a
bandh to be successful a lot of people have to co-
I am still not sure most people know why the recent Bandh actually took place. For those who don't know, it took place as a protest against rampant corruption in our state.
In our state it has become a norm for political parties and organizations/unions to call for 'Bandh's (shutdown) when they want to be heard. Often such shutdowns are called to exploit a political or a sensitive issue and to gain attention. Although we have learnt to accept 'Bandh' as a mode of protest, it is not. Even though Political parties consider that it is their fundamental right to call public shutdown, they cause great hardship and suffering and disrupt normal life. Shutdowns are usually forced on the people by their leaders and consequently every such act is associated with violence resulting in loss of public and private property and injury to individuals. The number of bandh’s in Arunachal is almost thrice the number of national/state holidays. It is ironic how we blindly follow our leaders, than them consulting us before resorting to such drastic measures.
Bandh's by their sheer nature are unconstitutional as they interfere with our fundamental rights. People are forced to support shutdown by fanatic supporters and thugs by forcibly closing shops and halting public transport. It is especially hard for people in Arunachal as we are a developing state as compared to other states in India and many have to rely on daily transport, wages, etc to support families. Try to take into account about people who have to travel to other state or within the state for medical treatment or for very urgent work which can result in loss of life or property. Not to mention the loss of education to colleges and schools students; no wonder why our students are doing so well in exams!!
Most of the people observe these protests on account of fear. Therefore, the success of any such protests cannot be attributed to public opinion as it may not have been observed voluntarily.
Bandh is forceful method adopted by our leaders; it is not only undemocratic but also unconstitutional. Why not these so called 'defenders of democracy' resort to legal and constitutional methods such as demonstrating peaceful processions, filing of public interest petitions, right to information, creating awareness through mass media, holding fast etc. Most importantly why not use the powerful platform such as Legislative assembly and Parliament, which is meant for one thing only, to give voice to people. However, it is quite ironic that unconstitutional methods are also being adopted inside the house of legislature when leaders stage walkouts and cause commotion. The loss caused by such methods has been enormous to our economy and above all to our dignity. These methods are nothing but unlawful and the sooner they are abandoned, the better for us.
It is also high time that we adopt or rather enforce a common code of conduct for all political parties/organizations/unions. The house of legislature is a forum for the elected representatives, and they should debate issues of national importance in that forum instead of disrupting life by holding public for ransom for anything and everything that tickle their fancy. At the same time constituents should remind their leaders of their obligation and demand that their fundamental rights are protected at any cost.

Clarification on House Test
Dear Editor,
This is a clarification to one T. Sonam’s query about house test for Late College and Private Candidates in affiliated colleges of Rajiv Gandhi University. This reply would remove the confusion among the students.
First of all, after the introduction of Distance Mode of Education, Private system in regular courses has been discontinued since 2007.
Secondly, appearance in House Test for 10 marks is compulsory for both regular and late college students. If a candidate appeared all the House Tests but failed in the main examination, house test mark is forwarded in the next year when the candidate appeared for second time. But if a student fails to appear the House Test the result in the main examination is kept withheld and in the next year the candidate can appear as Late College. Here too, he must appear the house test.
Who is a Late College candidate; a student who has completed prescribed course (75 percent of attendance) but could not appear the examination or having appeared and failed.
At last students are requested to know the minimum rules and regulations of examination system to avoid losing of years; they must consult their teachers and Principals of the concerned colleges.

Dear Editor,
This is regarding a letter by Y D Thongchi which appeared on Reader’s Forum in your daily on 13th of July. I am a daily reader of Arunachal times and truly appreciate and love to read each column of this daily every morning. While I just want to share my thoughts as I have noticed and I think many people have noticed it too. Within these three or four months we have heard of one Sango Lamte Foundation and it has been coming in newspaper quite often. To be honest, I really liked it and it seemed that they were doing for a noble cause. However we never understood why SLF is only after the minister A.Welly. It was sure and clear by reading every time that it is politically motivated. Now that Y D Thongchi has mentioned and sweep off the dust from it. It is clear that so called SLF is corrupt and acting under someone's influence and such NGO's should be banned and discouraged by govt as they are misusing their power. Tomorrow it may be someone else’s turn. We know India is democratic country but it does not mean that given power should be misused. It should not set an example.

A clarification

This is in reference to my earlier post "A Clarification", dated 13th July on your esteemed daily. In the 6th paragraph I mentioned that, Chapo Cheda and Bimal Welly met me at my residence regarding allotment of land within the compounds of ADC bunglow. I have come to learn that the readers have misinterpreted that Bimal Welly had also asked land inside ADC's Bunglow. What I had actually meant was that Bimal Welly brought Chopa Cheda to my residence to introduce him to me. I would like to go on record that it was only Chopa Cheda who had asked a plot of land within the premises of official residence of ADC not Bimal Welly.
